AQSIQ Promotes Streamlined CIQ Clearance Procedure

The General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ) has issued a new announcement: No. 89 of 2017 on 24th of October, calling for a more streamlined and efficient clearance speed for imported products based on proactive quality control from the exporter or importer.

- Based on the announcement, local China Inspection and Quarantine bureaus (CIQ) shall adjust the ratio of compulsory sampling/testing of imported products based on:

  • Whether the exporter/importer can provide quality guarantee and promise to recall in case of quality issues;
  • The stability and risk of product quality and the quality control history of the exporter/importer;
  • Other proof, certifications or documents that can support the quality of imported products.

This announcement strongly promotes that the exporter, importer and clearance applicant should be the main responsibility body for product quality and safety. It should be foreseen that overseas companies which proactively check and compare their products against Chinese national standards will receive faster CIQ clearance speed and stronger recognition by authorities.
